A severe milk shortage in Kenya and Rwanda has prompted policymakers to blame adverse weather and declining returns from dairy farming, even as Tanzania and Uganda enjoy strong output.

This week, the Consumer Federation of Kenya (Cofek), a lobby, warned that without urgent government intervention, the situation could worsen, painting a picture of an important produce whose value chain remains weak and polarised.
