Eritrea’s deepening resentment over its exclusion from the 2022 Pretoria Agreement that ended Ethiopia’s war in Tigray, combined with Prime Minister Abiy Ahmed’s renewed push for access to the Red Sea, risks dragging the Horn of Africa back into another major war.
