When 14 African presidents jetted into Nairobi, Kenya this week for the inaugural Africa Climate Summit (ACS), Uganda's President Yoweri Museveni was a no-show, as were South Africa's President Cyril Ramaphosa and Nigeria's Bola Tinubu.
