The proposed Dangote-backed refinery in Kenya’s Lamu is moving ahead of Uganda’s long-delayed 60,000-barrels-per-day refinery at Hoima, with officials of the Nigerian conglomerate reportedly targeting the end of September for groundbreaking and immediate construction of the multibillion-dollar project.
If the schedule holds, the 700,000-barrels-per-day Lamu refinery could be commissioned in 2030, giving it a potentially decisive headstart over Uganda’s Kabaale refinery, whose final investment decision (FID) has been pushed to the first quarter of 2027.
