Growing uncertainty has increased with the US proposal to end Kenya’s Multinational Security Support Mission (MSS) in favour of a regionally led Gang Suppression Force (GSF).

Regional ally Panama supports the US in this initiative, but the US proposal is enmeshed with complications and uncertainty. The US/Panama resolution will have difficulty passing in the UN Security Council, given that veto players Russia and China have opposed previous efforts to create a peacekeeping mission in Haiti. In addition to this, Moscow and Beijing will be using Haiti as a point of soft balancing against the US.
