A cargo clearance dispute at the Port of Mombasa is threatening to disrupt the flow of goods to East and Central Africa, with clearing agents warning that a new Kenya Revenue Authority (KRA) documentation requirement is creating a logjam of vehicles and transit cargo destined for regional markets.
The dispute over the Export Declaration requirement comes as Mombasa handles cargo for some of Kenya's most important trading partners—Uganda, Rwanda, Burundi, South Sudan, eastern Democratic Republic of Congo and northern Tanzania—with agents struggling to clear cargo shipped before August 3, 2026.
